Another crux of the matter was the conflict between two provisions of the Regulation. Under article 13, in case of ex-aequo when the draw is not covered, betting operators pay out winnings with reduced odds based on the number of winners. To be clear, if there is more than one winner, the payout will be shared amongst all the winners. Conversely, article 9 provides that odds can never be lower than 1.00, otherwise the payout would be less than the total wagered amount. With four top goal scorers, some bets - like those placed on Villa - resulted in lower payouts. The Spaniard was backed at 2.00 at the end of the tournament, and those who bet on Villa will only get back about half of the whole amount. The question is then whether these bettors are entitled for a refund. “Art. 9 refers to odds indicated on the table which can never be lower than 1.00”, the AAMS stressed. “In case of ex-equo, odds may fall below that threshold by virtue of Article 13. But some Italian bookmakers have decided to refund all wagers on top goal scorer as well”.
