There was a lot of hullabaloo about AAMS’ decision to credit Muller, Forlan, Sneijder and Villa as top scorers of the 2010 World Cup. The case had become something of an international cause célèbre. According to the State Monopolies Autonomous Administration, betting regulations have been observed. Muller, along with Villa, Sneijder and Forlan all scored five goals but Muller had much more assists so he got the Golden Shoe from FIFA. Anyway, the AAMS decided also to accept the winnings for top scorer Villa, Forlan and Sneijder. A decision that seems contrary to betting regulations, since AAMS’ decision should be based on the certification issued by the governing body which organized the event. AAMS’ decision had a profound effect on bets: with four winners, the payout was split four ways. Those who had bet on Muller received only one fourth of the whole amount. Regulations were respected, the State Monopolies Autonomous Administration told Agicos. “By opening a book on the event, the AAMS didn’t refer to the Golden Shoe Award”. To be clear, just the top scorer counts for betting purposes. Two distinct things, the AAMS said. “Assists are used as a tie-breaker in determining the Golden Shoe award for top scorer.
