(AGICOSINTERNATIONAL) - 14 July 2010 - SCRATCH-CARD TENDER: CONTRACT AWARD NOTICE PUBLISHED IN THE OFFICIAL JOURNAL OF THE EUROPEAN UNION

The contract award notice relating to “the selection procedure for the grant of the licence to operate public games, namely National Lotteries for instant drawings” was published yesterday in the Official Journal of the European Union. It deals with the contract award notice for Italy’s Scratch & Win tender, granted to the Consorzio Lotterie Nazionali whose decision on contract award dates back to June 30, 2010. The new license runs for a period of nine years, while the total value of the contract is worth €800 million (excluding VAT). Remember that the Consorzio Lotterie Nazionali is a consortium in which Lottomatica Group owns a 63% interest, while the remaining quotas of the consortium are held by Scientific Games International (20%), Arianna 2001 (15%) and others (2%). On March 10, 2010, the State Council accepted the appeal submitted by AAMS and by Consorzio Lotterie Nazionali against the TAR of Lazio decision to annul the prior Scratch-card tender . The judges, however - as stated in the written ruling published on March 24 - accepted also “the incidental claim, subject to the additional, possible, determinations that the Administration will take in accordance with the observations and provisions covered by that decision”. On April 2, 2010, a new tender was published in the Official Journal of the European Union to remove the clauses which the State Council had found to be inapplicable in its ruling. The deadline for submission of bids was officially set for May 10, 2010. The Consorzio Lotterie Nazionali was the sole bidder in the scratch-card tender.
